It appears than cllr van der Whitevanman 2 is now under control, as is councillor Marcel 3 with gallons of Ouse water drowning out much of the cobblers.

However, reports from the scene suggest that councillor Hackman 1 is spewing out verbal effluence that poses an immediate threat to public safety. It had been hoped that significant cock-waving could be averted by encasing the councillor in concrete, but levels of utter bollocks are too high for technicians to get close enough.

Strangely, cllr Dougall 4 is completely dormant. Warnings against complacency have been issued amid speculation that a second wave of election ridiculousness could crack Dougall 4 wide open resulting in unprecedented levels of absolute drivel.

Currently, most people have three wheelie bins, or different coloured bags for their rubbish. The new system will include up to 87 different coloured bags and fourteen bins.

“We think this is definitely the way forward,” said district councillor for Eaton Ford Rob Barrier. “The new scheme will allow people to properly sort their recycling and cut down on the confusion of what goes in which bin.”

Indeed, the new system is much more specific. Milk bottles, for example, go in the purple-with-yellow-stripes bag, whilst milk bottle lids go in the grey-with-pink-flowers bin. Other types of plastic are separated too: Coca-Cola bottles go in the see-through bin with squiggly lines on it, whilst Dr Pepper drinkers will dispose of their empty containers in the box with a picture of Spongebob Squarepants on it.

“Once everyone gets used to it,” said Barrier, “we’ll all wonder ‘why did it take so long to implement such a brilliant scheme?”

Eynesbury resident Joshua Nicassist, 34, called the scheme “absolute ridiculous bollocks.”

“Honestly,” he said, “where am I going to put my fourteen bins? I live in a flat for fuck’s sake. And the binbags – apparently they’ll only be collected when full, about every seven or eight weeks. They’re just going to end up ripped open by cats who will then be disappointed to find nothing edible inside!”

Indeed, the felines of St Neots look set to face disappointment. Meat and bones cannot be thrown into any of the bins, and residents must find a way to dispose of these items themselves. “What are we supposed to do with the leftovers from a Sunday roast, then?” asked Whitehouse man Jimmy Saddle, 67. “I suppose I could mould last week’s cabbage to look like an empty Snickers wrapper, and put it in the shiny bag with sequins on it, and maybe the carrots could pass as unused pens and go in the stationery bag – the one made out of tinfoil with hearts and butterflies drawn on. Fuck knows what I’ll do with the gravy though.”

This reporter, who drinks approximately seven gallons of tea per day, is more concerned about what to do with his used teabags. Councillor Barrier said, “I don’t see what the problem is. We’re providing a lovely net bag made out of rice paper for teabags – it will do the job perfectly, and be collected every six months.”

“What a fucking excellent scheme,” said District Councillor for Eynesbury ward, Paul Marcel. “We set ourselves a load of secret targets we knew we probably wouldn’t hit, like processing all waste in the same day, and not having a big queue of cars on the road outside the new Marston Road tip.

“By not telling anyone the place was open, and hiding the signs for it behind trees, we’ve managed to hit and pass our targets on day one of operation! Fantastic!”

Town Councillor Terrence Dougall, dangerously risking thinking for himself once again, said “This is a bloody marvellous idea; what legend thought that up?” When it was pointed out to cllr Dougall that it was in fact the mad scheme of a Conservative, rather than Liberal Democrat, member, he spat “What a pissing ridiculous plan. How am I supposed to recycle all this crap in my garden if I don’t know where the tip is? I mean I can’t even find Marsden Road on the map.

“Furthermore,” he continued, “I’d like to know what our local MP Jonathan Gerdangly has been up to on his holidays; why wasn’t he around to open the dump?”

Residents were equally underimpressed as Dougall, sixty-odd, who is fast taking Derek Miles’ crown as the crankiest Lib Dem representative. Naseby Gardens homeowner Scott Adams, 50, said, “I’d be pleased with the new ‘recycling centre’ if I ever had anything to recycle, but since the missus left me I only need one of those half-sized blue bins.”

Duck Lane resident Miranda Rankin, 44, voiced her concern that “it’ll just become another place for these twats in Nova’s to hang about at night, won’t it. There’s something that attracts them to a shithole – which must be why there are so many in St Neots to begin with.”

We gained access to a secret testing facility near Abbotsley, thought to be in Cllr Bob Farms’ mythical Eynesbury Hardwick parish, and managed to take a photo or two.

It is thought that the contraption, which is essentially an enormous household dustbin, will be used by the Council to process unrecyclable waste – including that which they cannot be bothered to recycle – to avoid sending it to a traditional landfill and thereby receive increased Government and EU subsidies.

“Brilliant ruse,” mused former town council leader Derek Miles of Eaton Ford. “Instead of sending everything to a big pile of garbage it’ll be stored in these three-storey bins, in a warehouse, and it’ll just look like it is ‘awaiting processing’. Genius!”

The height of the bin seems to be roughly that of the upper level of the new Cromwell Road tip, currently under construction. This would allow residents to empty all manner of crap from the back of their car directly into the receptacle, where it is thought that the rufuse will be compacted by “some geezer jumping on it”.

It is understood that when each bin is filled, it will be sealed and left out the back of Tesco, where local chavs will hopefully set fire to it, allowing for incinceration without all the associated paperwork. “I think it’s a bit daft to be honest,” said Weston Court resident Nora Thampton, 32. “If the council want to burn rubbish without a license why don’t they just say that someone dropped a fag-end in the new tip or something?”

Rumours also surfaced that HDC plans to construct a wheeled version of the monstrous trash can, and provide one to every household – making fortnightly bin collections a thing of the past. An unnamed contact at Pathfinder House said “usually when people talk about abolishing bi-weekly collections, they think we’ll go back to picking up their unwanted waste every seven days. With these new bins, every seven months is a more realistic timescale.”

The council had no official comment.

St Neots residents have a long-standing history of demanding the Council provide them, in favour of our neighbour to the North, with facilities over which they have no control – cinemas and big-name shops for example. “We thought we’d placate the whinging population of St Neots by providing them with this big new tip,” said district Councillor Elaine Lancashire (Lib Dem). “Let’s face it, Huntingdon is a fucking tip anyway and you don’t build a canal on a river do you.”

“This isn’t fair innit,” squawked Oxmoor chav mum Leanne-Lorena Law, 15. “My Kev is gonna have to drive down to Filthy Neots to chuck out all our assorted rubbish now, it just ain’t on, I mean we’ve got six kids to think abaht.”

More professional regular users of the ring-road were cautious about the plans. “I do a lot of gardening,” said Hartford Road resident Gillian Baker, 51, “and the waste doesn’t fit in my green bin, so I take it to the tip. If it’s in St Neots, I think I might just have to bung it in a lay-by or something in the dark. Balls to driving down the A1 I say!”

St Neots residents were indifferent. “I really couldn’t give much less of a shit,” said Eynesbury Manor resident Darren Honsley, 41. “It’s not like either the new or old dumps are walking distance, so if they put the new one in that skaggy hole up the road then it wouldn’t make a great deal of difference.”

“Well this is a typical reaction isn’t it,” interjected Cllr Lancashire. “You all piss and moan about how Huntingdon gets all the good stuff, we give you a warehouse full of rotting trash and you still aren’t happy.”

Lancashire’s St Neots Lib Dem colleague and former town Council leader Derek Miles added, “Bollocks”, while self-thinking Eynesbury councillor Terrence Dougall was said to be excited at the prospect of Huntingdon residents visiting the town. “Once we have a regular influx from Huntingdon, we’ll build a ring-road and pedestrianise the High Street.

“All the shops will shut down, and with any luck people from Huntingdon will feel so at home they’ll stay and spend all their money in the three remaining local businesses. All of which will be pubs.”

Cllr Julia Wayward, notoriously the only councillor who ever speaks anything resembling sense, was unavailable for comment.

The current household waste recycling centre – more commonly known as a tip – is due to close in October, and be replaced by a new indoor facility in Cromwell Road that apparently smell at all, despite basically being a warehouse full of rotting garbage.

Cllr Tony Orgee*, county cabinet member for “the environment and all that jazz”, said “This new camera will allow people to use the internet to keep an eye on the work going on at this new state-of-the-art facility and when it is finished, check out how busy it is before they leave to use it.” The County council hopes that the new state-of-the-art facilities will encourage people to recycle more.

However, it is much more likely that the camera, which is already online, will be used as an excuse by sedentary locals not to visit the new facility on account of it being busy. “This’ll be great,” said Eaton Socon man David Devise, 42. “I’ll be online and the missus’ll say ‘take all that crap down the dump’, and I’ll be able to take a peek and say ‘nah love, way too busy’. Then she’ll make me a pie. I can’t fucking wait.”

The District and Town councils alike backed the camera as a “bloody good idea”, and said they would not hesitate in installing more cameras at multiple locations throughout St Neots and Huntingdon. “We’ll put them in swimming pools, car parks, shops, the Riverside park, pubs, all sorts of places,” said renowned Twitterer cllr Julia Wayward. “Anyone looking for an excuse to stay inside will now have one – and vice versa.”

It is thought that the move will cost local businesses such as the Priory many tens of pounds, as people choose to stay in if they see the venue is too busy – or too empty. Part-time barman Liam Hills said, “Yeah it’s shit if it’s quiet innit, but people stay for one or two drinks and eventually it gets busy. With these new cameras, you might actually be able to get served after 9pm without a fifty-minute wait, and that ain’t right is it.”

Claims that the cameras may be used by sex pests to spy on whatever their particular target group may be were quickly dismissed. “They don’t generally know how to use the internet,” said cllr Terrence Dougall, “and I myself think that if there was a pervert watching the swimming pool then we would catch him pretty quickly when everyone wearing red arm bands had to leave.”

No councillors were prepared to comment on the fact that this situation could be avoided by not installing cameras in the changing rooms.
